(7) THE QUESTION OF PENIPUOLISE.

With the object of restricting the use of the drugs Specified to legitimate medicinal and scientific purposes, His Majesty's Government have recently adopted legislation (copy enclosed) under which the imortation of these drugs will be prohibited excent under licence. The main rovisions of this legislation are summarised on page 5 of the memorandum referred to in Section IX. His Lajesty's Government propose only to issue such licences to those wito can satisfy them that the drugs are required for legitimate 118 BE A foresaid, This might be explained to any Government who raise the question of reaisrocity, and it might be BABA that His Majesty's Government would be oute willing to take why tever stens may be necessary to inform them of the persons to whom licences for immort into the ni ted Vingdom are issued.
